*Premier Li Qiang presided over an executive meeting of the State Council, calling for greater openness and connectivity of logistics data, as well as deeper integration of AI and other technologies with the logistics sector. Accelerate the improvement of the green trade policy system, and to coordinate efforts in ensuring the supply and price stability of agricultural inputs such as seeds and fertilizers for autumn harvesting and sowing.

*MoF and two other departments issued an announcement on adjusting value-added tax policies for wind power generation and other sectors, starting November 1st, taxpayers selling self-produced electricity generated from offshore wind power will receive a 50% immediate VAT refund upon collection.

*On October 17th local time, U.S. President Donald Trump signed an executive order to impose a new 25% tariff on imported medium and heavy-duty trucks and their parts, effective November 1st. Trump stated that a 10% tariff would also be levied on imported passenger cars.

*CNNIC released the “Generative AI Application Development Report (2025)” at the 2025 (6th) China Internet Infrastructure Resources Conference, which shows that the number of generative AI users in China has reached 515mio, an increase of 266mio since December 2024, representing a doubling of the user base in just six months, the adoption rate has reached 36.5%.

*The Ministry of Agriculture and Rural Affairs, along with five other departments jointly issued the “Guiding Opinions on Strengthening the Construction of Modern Agricultural Service Centers”, which proposes to guide multiple entities in participating in the development.

*MoC and eight other departments jointly issued the “Guiding Opinions on Promoting the High-Quality Development of the Accommodation Industry”.
