Xi’s Emphasis

*Qiushi magazine published an important article by Chairman Xi Jinping, titled “Study and Implement the Spirit of the Fourth Plenary Session of the 20th Central Committee of the Party”, which emphasizes that efforts must be focused on the real economy as the cornerstone of economic development, that comprehensive deepening of reforms must be further advanced, and that developing new quality productive forces must be placed in a more prominent strategic position.

Industrial Economy

*In the inaugural year of the 15th Five-Year Plan period, the manned lunar landing program will conduct multiple tests. The Chang’e-7 mission will be dispatched to the lunar south pole to search for evidence of water ice, while multiple new rocket models will make their maiden flights and attempt recovery.

*NDRC and National Energy Administration jointly issued the “Guiding Opinions on Promoting the High-Quality Development of the Power Grid”, which sets the target that by 2030, the scale of West-to-East Electricity Transmission will exceed 420 million kilowatts, supporting the share of new energy power generation to reach around 30%, supports the construction of distributed independent energy storage and grid-replacement energy storage, and calls for appropriately advanced planning of the layout of power transformation and distribution facilities.

*Hunan Province recently issued the “Implementation Opinions on Expanding the Elderly Care Industry and Promoting the Development of the Silver Economy”, which emphasizes accelerating the application of technologies such as AI, robotics, intelligent detection and brain-computer interfaces in the field of elderly care.

*MoC decided to implement safeguard measures on imported beef in the form of country-specific quotas and additional tariffs beyond quotas, which will be in effect for three years, from January 1, 2026, to December 31, 2028.
